Senior Scientist, Joint ISR Services NATO Communications and Information Agency
John L Mahaffey is the Senior Scientist at the NATO Communications and Information Agency (NCIA) with responsibility for the operational and technical integration of Airborne C2 and Joint ISR for NATO.
Prior to joining NCIA, Dr Mahaffey served 22 years in the USAF as a Master Air Battle Manager, Weapons Controller and Mission Crew Commander. His USAF assignments included flying tours with the 552 ACW (US AWACS), the NATO E-3A Component (NATO AWACS) and the 93 ACW now 116th ACW (JSTARS). He further served as Chief C2 Concepts and Doctrine, Tactical Leadership Program and as Senior Controller Regional Air Operations Centre NATO Armed Forces Northern Region (AFNORTH). He has flown more than 4300 hours include 220 hours of combat.
Dr John L Mahaffey received a PhD in International Business Management, from the International School of Management, Paris FRA, a Master of Aeronautical Science from Embry Riddle Aeronautical University, Daytona Beach, FL and a Bachelor of Science in Business Administration from the Citadel, Charleston SC.
His professional focus is on multinational BMC2 and JISR integration and employment, automated support to time sensitive decision processes, combat identification and multinational program management. His current projects include the development, evaluation and validation of Future Capabilities Development for Airborne C2 and JISR capabilities development of Operational and Technical Concepts supporting Digitally Aided Close Air Support (DACAS), and the operational employment of active identification capabilities, specifically Reverse IFF (IFF for ground based entities).
His past projects include the NATO Russia Cooperative Airspace Initiative (CAI) counter-terrorism project, operational support to The Multi-Sensor Aerospace-Ground Joint Intelligence. Surveillance and Reconnaissance (ISR) interoperability coalition (MAJIIC), its predecessor the multinational Coalition Aerial Surveillance and Reconnaissance (CAESAR) integrated ISR project, Development of the JISR Architecture supporting NATO Time Sensitive Targeting (TST) process and the development and publication of Concepts of Employment and system/operational architecture for the NATO Alliance Ground Surveillance (AGS) System.
